BigBlueButton is used by Tiki wiki groupware (some monster of a php script) and It is open source, thought maybe it could eventually be used here.
Private and public chat
webcam chats and audio with webrtc, no limit to webcams that can be open. It was created mainly for students it seems and reminds me a bit of hipchat as well.
